Missions and mechanism for cooperation and cultural affairs
Under the authority of the Ambassador, the Cooperation and Cultural Affairs Department located within the Embassy, implements or monitors cooperation actions and projects financed directly by the Ministry of Europe and Foreign Affairs (MEAE). The department is the local correspondent for the following services of the MEAE: the Directorate General for Globalization and Partnerships (DGM) and the Crisis and Support Centre (humanitarian aid and stabilization). The haed of the deparment is also the privileged interlocutor within the Embassy of State operators in terms of influence and development aid, in particular the French Development Agency (AFD, Expertise France, Campus France, the Agency for French Education Abroad (AEFE), the French Institute of Paris, France Volontaires). Finally, the Cooperation and Cultural Affairs Department is responsible for monitoring Franco-Kenyan decentralized cooperation and volunteer exchanges, which are still in the formative stages here in Kenya.
In Nairobi, the department handles action in Kenya and Somalia and, in some sectors (audiovisual, health), for East Africa and the Horn of Africa.
Its main areas of intervention are, in order of priority: academic, scientific and vocational training cooperation, the promotion of linguistic exchanges and the Francophonie, cultural partnerships and action, and support for local civil society. Its support focuses in particular on youth exchanges, the mobility of skills and talents and the promotion of gender equality.
It relies on the following to carry out its missions:
the network of Alliances Françaises: AF of Nairobi and its Eldoret annex, and AF of Mombasa in the sectors of promotion of French, cultural and artistic cooperation and exchanges;
the Institut Français de Recherche en Afrique (IFRA), an institution with financial autonomy from the Embassy and local representative of the National Centre for Scientific Research (CNRS), in the field of human and social sciences, with regional competence;
the regional representations of the two major research operators, namely the Institute for Research on Development (IRD) and the Centre for International Cooperation in Agronomic Research for Development (CIRAD);
the Campus France office located at the Alliance Française de Nairobi, dedicated to the promotion of studies in France and the animation of the Kenyan alumni network;
the French Denis Diderot school in Nairobi, which is under agreement with the AEFE.
In terms of official development assistance, the department represents the Embassy, in coordination with AFD’s country representation, at local donor meetings in both European and "development partner" formats. In this capacity, he advises the ambassador on the projects and programmes financed by the European Union as well as by multilateral institutions to which France is a contributor (notably the World Bank).
